Just like Flickr allows you to choose who can add tags to your photos, you should enable people on your blog to tag your blog posts.

 

Using the whitelist functionality, you could choose individual contacts, or classes of contacts, or everyone, to be able to tag your blog posts.

 

And, similar to Flickr, there should be scoping, enabling a global search mechanism as well as a local search method (within one blog, or within all your content tagged with a certain tag).

 

Finally, you should be able to moderate suggested tags, and tags should constitute a DiSo activity that would be pingbacked to the author (i.e. "Steve tagged POST TITLE with TAGNAME").
